A Quick Recap: What Was The 15-Month Wait-Out Period?

Back in September 2022, the Government introduced a 15-month wait-out period for most private residential property owners who intended to purchase a resale HDB after selling their private home.
At that time, the objective was clear.
The resale HDB market had experienced exceptionally strong demand during the pandemic years. Prices were rising rapidly, competition was intense and many flats were receiving multiple offers.
The wait-out period was introduced to moderate demand from private homeowners entering the resale HDB market, while ensuring that public housing remained accessible for those who depended on it.
Like many cooling measures, it was introduced to address the market conditions at that point in time.
Fast forward to today, and those conditions have evolved.
The Government has now removed this wait-out period with immediate effect for eligible homeowners.
While the rule itself has changed overnight, the implications are worth understanding in a much broader context.
Why Looking At This Policy Alone Can Be Misleading

One thing we’ve learnt over the years is that Government policies rarely exist in isolation.
They are usually part of a broader approach to maintaining a stable and sustainable property market.
In fact, over the past few weeks alone, we’ve already seen another significant policy adjustment.
The rules affecting second-timers purchasing new Executive Condominiums (ECs) have become tighter.
Now, we’ve seen the removal of the 15-month wait-out period.
Viewed separately, these announcements may not seem connected.
But when we step back and look at the bigger picture, they tell an interesting story.
Rather than focusing on one particular group of homeowners, the Government continues to adjust how demand flows across different housing segments.
Some policies moderate demand.
Others improve flexibility.
Together, they help maintain balance across Singapore’s housing market.
This is one of the biggest mistakes we see homeowners make.
They react to individual headlines instead of understanding the overall direction.
Does This Mean Everyone Should Right-Size?

Not necessarily.
This is where personalised planning becomes important.
For homeowners who have been thinking about moving from a private property into a resale HDB, the removal of the wait-out period certainly creates more flexibility.
It may simplify timelines.
It may reduce uncertainty.
It may even allow some families to execute plans that previously had to be delayed.
But flexibility doesn’t automatically mean it is the right decision.
We’ve met homeowners who could right-size comfortably today but choose not to because they value space, proximity to family or long-term lifestyle considerations.
We’ve also met homeowners who assumed they should continue holding onto their private property, only to realise that unlocking part of their housing wealth could better support retirement or their children’s future plans.
The same policy can create completely different outcomes depending on your personal circumstances.
That’s why we believe no property decision should ever be made based on headlines alone.
What About HDB Owners Planning To Upgrade?

Interestingly, many HDB owners have also asked us whether this announcement affects them.
The answer is both yes and no.
Directly, the policy isn’t targeted at HDB owners upgrading to private property.
However, property markets are interconnected.
When demand shifts in one part of the market, it often creates ripple effects elsewhere.
If more eligible private homeowners decide to purchase resale HDBs, demand could increase for certain types of flats, particularly those in mature estates with strong amenities and transport connectivity.
Does that automatically mean prices will rise?
Not necessarily.
Property prices are influenced by many different factors.
Supply.
Interest rates.
Affordability.
Buyer confidence.
Household income.
Employment.
New launch supply.
Government land sales.
One policy announcement is simply one piece of a much larger puzzle.
Will Resale HDB Prices Increase?

This is probably the most common question we’ve received.
The honest answer is:
Nobody knows with certainty.
Anyone who tells you that prices will definitely go up or definitely go down based on this single announcement is oversimplifying the market.
Markets don’t move because of one headline.
They move because thousands of individual buyers and sellers make decisions based on affordability, confidence, financing conditions and future expectations.
Could this policy encourage more eligible private homeowners to consider resale HDBs?
Possibly.
Could that support demand in selected locations?
Potentially.
But whether prices move meaningfully depends on many other factors happening at the same time.
That’s why we encourage homeowners to avoid making emotional decisions immediately after major announcements.
The Bigger Lesson Most Homeowners Miss

Every time there’s a new property policy, we notice a similar pattern.
People immediately ask:
“Should I buy now?”
“Should I sell?”
“Should I wait?”
Those aren’t bad questions.

The better question is:
