HDB Resale Prices Fell for the Third Straight Quarter. Should Buyers Act Now?

HDB resale prices slipped again in the third quarter of 2026. But the number of resale flats sold went up.

That combination matters. It tells us the market is still active, even as prices move into a more measured phase. So if you’re planning to buy or sell an HDB flat, should you rush, wait, or start looking more carefully?

The answer depends less on the headline index and more on the specific flat, your timeline, and the alternatives available to you.

What happened to HDB resale prices in Q3 2026?

HDB’s Resale Price Index fell 0.1% in Q3 2026, following declines of 0.1% in Q1 and 0.3% in Q2. This is the third consecutive quarter of moderation.

At the same time, resale transactions rose 19.5% quarter on quarter, from 6,396 to 7,645. Transactions were also 5.9% higher than in Q3 2025.

In simple terms: prices edged down, but more buyers and sellers completed transactions.

That does not mean every flat is getting cheaper. The index tracks broad price movements across the HDB resale market. A flat’s value still depends on its town, remaining lease, floor, layout, condition, and the competition available nearby.

Does this mean it is a buyer’s market?

Not automatically.

A rise in transactions alongside a small index decline suggests that buyers are still making decisions, but they may be more selective about price and value. It does not prove that sellers are giving large discounts, or that every buyer has more negotiating power.

A well-located flat with a practical layout and a reasonable asking price can still attract interest. A flat priced above comparable options may take longer to sell, even when the overall market is active.

That’s why “prices are falling” is not enough information to make a decision. You need to know what is happening in the specific segment you’re considering.

If you’re buying: use the quieter price trend to compare carefully

A more measured market can give buyers room to assess their options, but it is not a reason to buy any flat simply because the market has softened.

Before making an offer, compare recent transactions for flats that are genuinely similar. Look at the same town and flat type, then account for differences in lease, floor, condition, layout, and proximity to transport or amenities.

Also compare the resale option with your other choices. HDB has announced about 7,960 flats for the November 2026 BTO exercise across six towns, including 1,310 shorter-waiting-time flats in Sembawang with waits of under three years. A BTO flat may suit buyers with a more flexible timeline; a resale flat may suit those who need a home sooner or have specific location needs.

The right choice is the one that fits your finances and timeline—and remains appealing to the next buyer when you eventually sell.

If you’re selling: price against today’s alternatives

More resale transactions can be encouraging for sellers, but buyers have choices. They may compare your flat with another resale unit, an upcoming BTO option, or a different town altogether.

Start with recent comparable sales, then consider how your flat stacks up. Is the asking price supported by its location, remaining lease, condition, and layout? Are there similar flats currently listed at a lower price?

A realistic price does not mean underselling. It means understanding what buyers can choose instead and presenting your flat’s strengths clearly.

HDB and private property are not moving in the same way

The Q3 figures also show why headlines about “the property market” can be misleading. While HDB resale prices slipped 0.1%, URA’s overall private residential property price index rose 1.4% in the same quarter.

These are different markets, with different buyer groups, supply, and price points. A trend in private homes does not automatically tell us what a particular HDB flat is worth—or what an HDB buyer should do.

So, should you buy or sell now?

Don’t make the decision from a single quarterly number. Ask instead:

  • Does this flat suit your needs and budget?
  • Is the price reasonable compared with similar options?
  • If you buy it, who is likely to want it from you later?
  • Does your timeline make resale, BTO, or waiting the more suitable route?

The latest data point to a market that is adjusting, not one where every flat is suddenly a bargain. The best move is still to choose carefully, understand the alternatives, and buy with your eventual exit in mind.
